So enjoy the workaround while you still can.
(And if you live anywhere but America, I know it will come as a surprise but they really do come that stupid there)
While this is certainly true, it's not due to a lack of resources, it's just that most people make terrible decisions and squander their opportunities, resigning to be mediocre and dumb when that is the given path of least resistance. And society is built that way, so that it is. It's catered to because it creates a loophole through which atrocities can be committed, and supported through ignorance.

The blue circle Is called chaperone, and draws a circle around your feet in case you need to know where the floor is.
used to be able to disable it in settings now you have to edit it a little more.

I get you and it's true, some people are just plain stupid but I still find it totally unnecessary that something like this be forced on us with no way to disable it. Make it the default, that's alright, but give me a chance to disable it if I don't want to see it. I'm an Oculus player too and there is no blue circle there, nothing breaking your immersion.
Hopefully there will always be someone coming up with a workaround of some kind but if the time comes when that's not the case that will be the last time I buy any games on Steam, there are other platforms that don't force me to see something I don't want/need to see.
I dont have my headset connected, but with headset on, goto settings, turn of chaperone.
here is a walkthrough

Sometimes I like the chaperone, because it reduces any motion sickness, as gives a constant point of reference.
