SteamVR plugin even has a 2d fallback mode built in. This means you can build and run the game without a headset attached to the computer. You navigate the scene through mouse and keyboard input already setup through the steamvr plugin.
Don't listen to Glurk though, he obviously has never used Unity.
And don't make assumptions that you can't confirm, i have used unity b4.

Well, then you should know that specs for using unity don't really matter. It's what you put into your game that determines the hardware needed. If he had said that he wants to use the HMD on the laptop then answer would have been a firm no. But as his question is worded, he can easily run Unity.
Next time try giving constructive feedback to answer instead of just saying how bad their setup is.
