If you're looking for PvP, you need efficiency.
If you're looking for efficiency, you don't need decorations.
If you're looking for roleplay, you're going to need a lot of decorations.
You also have to think about the scale of it.
As an example, what kind of carrier is it? Drones? Small grids? Large small grids? How many of them do you want to have?
What kind of defenses do you want the ship to have?
Do you want an interplanetary ship or space only?
How big of a mobile base do you really want? How much cargo are you looking to store at once? How much walking space do you want to have?
There are many questions you need to find the answers for before deciding. We can't exactly help you with that.
At the end of the day, depending on how large the mobile base is, it should have a safe zone because you will undoubtedly have to convert to station every time after you move to a new spot, in order to avoid sim speed issues.
The big problem with absurdly huge MItherships is the Total Mass where the needed blocks to fly are not able to make it move, so Vaniila thrusters, Gyros, Jump Drive and power blocks will not work at some point becasuse adding more adds more to the Total Mass and becomes too heavy.
-> Adding the needed blocks to fly can easily double the Total Mass and more at a point where Thrusters, Gyros, Jump Drive blocks will not work at all, and adding the needed Reactors also add to the Total mass so we are going in circles to no avail at some point.
My solution
= Use powerfull Modded Thrusters, Gyros and Power blocks especially to lower the Total mass and be able to use the Jump Drive block.

Huge moble base for one planet only is not a good move, best to spend time on a cool Mothership able to go to all rich ore spots of all Planets and Moons.

Established Engineer:
(42 Lrg. Container)+(8 Lrg. Hydro. Tank)+(4 Lrg. Reactor)+(16 Refinery)+(8 pairs of Assembler)+(1 Safe Zone)+(1 Ship w/Jumpdrive)+(A Starbase that can hold 2-4 ships [w/20k pcu Each]).
Rich Engineer:
(100+ Lrg. Container)+(16+ Lrg. Hydro. Tank)+(8 Lrg. Reactor)+(16+ Refinery)+(8+ pairs of Assembler)+(1 Safe Zone)+(4 Ships w/Jumpdrive)+(A Starbase that can hold 6 to 8+ [ships w/30k pcu Each]).
and the top of that, I always follow Dan2D3D's greatest tip, Don't build a project (Base or Ship) that is beyond 100 blocks in Lenght, width and height, Just to keep you safe that you will be subjective of your build able to finish it...
You start in small base, then double it as your needs exceeds from your last build...
after that,
MAYBE, Just MAYBE, you could build a with 140,000 physical shapes limit Starbase, with every sections of are well design and well conceived

Either you FRY your machine, OR crash the Game its self... You wont enjoy it... and you might not want it to be maintain in survival mode.... and waste a 1 month of your life designing it...
Your reply made me think of the ISS. Each faction may not have their own ship/station, but instead it could be a collaberative effort, while recognising that each faction has their side.

I don't have any favorite carriers to offer though as I haven't played with any personally yet and none of the ones I've personally checked out on the workshop had full interior details done. However, the main Youtubers covering Space Engineers that I know about review fleet carriers every once in awhile. These days they all have most or all of the DLCs. I'll list low and no DLC ones later (those are much older when there weren't DLCs yet mostly.
Make sure to check the total PCU, these things can get quite huge and may not work for you for actually loading them in on your server. If so, you may at least be able to check out the pictures on the workshop and any videos covering them on Youtube.

I'm not finding any decent ones without DLC these days, I guess people who put that much time in to create ships this large generally have them all - however, I'll list some really old ones where there were no DLCs yet and you can check if they still work:

I've seen the a supercarrier with tons of fixed railguns, artillery cannon custom turrets. regular turrets and lot's of hangars on the workshop.
It uses a gravity drive system, but with scripts. It can accelerate quite fast even though it is huge. Have you experimented with gravity drives before?
You could build it in creative mode and have block limits off. This way you're more likely restrained by your computer. While yes, there would be a point where the game itself couldn't handle it, I believe the block limit set is just the"safe line", and there is an area beyond it you can go before the game starts having issues. I might be wrong about that though
