"Pay to skip grind" if anything
The "Premiums" that are payed for are a little bit better, but they don't buy you skills
A skilled player can be just as good with a grind tank as a unskilled player with a Premium, that's why you see all the "it's a scam" threads by salty people who bought tanks thought they were going to win all the time now and got schooled by a player with skills
P.s don't do that. It would be terrible for you.
There are a few exceptions to this, but they don't offer an inherent advantage whether or not you spend money on the game.
War Thunder's primary monetization scheme is to get you to pay to shorten the grind. If you're interested in playing, but not sure if you're wanting to commit long term, I always recommend playing until you reach at least Rank IV in your preferred nation. That way, you've spent enough time playing the game to know whether or not you enjoy it and generally makes it easier to determine if you want to make purchasing decisions.
Purchasing Premium Account status is always a safe bet if you do want to make a purchase sooner rather than later. Another thing to keep in mind is that War Thunder's anniversary sale will start at the end of October so it's a good opportunity to get some discounts on Premium Account and Premium vehicles.

It's a bit of both. Skipping the grind at low levels is pretty cheap and probably worth it. But at the same time, buying your way in at higher levels will do you no favours because you won't learn the game.
There are some premiums that definitely roflstomp everyone, especially in the ARB where a small performance edge counts for a lot more.
But as others say, you can't buy the skill side, and a standard tank, fully researched, and played well will generally do well in any ground battle.
And there is a handful of premium and event (available on the Market for Gaijin coins) vehicles that can grant you higher chances of winning than their counterparts at the same br (whether your opponent a bit higher or the same skill as yours), so they are P2W technically. Also, a bunch of premium vehicles that make the process of completing events and Battle Pass tasks and challenges far more easier (XF5F, for example, but ironically, this one isn't P2W, as I along with many players got it for free, but Wyvern still counts), and even if you play all nations and have access to the tech-tree vehicles which suit each task the most, you may still require some premiums - kind of either pay-to-win, or pay-to-skip-pain, not sure about it.
So...both, I guess? If you don't plan to play top tier and even a couple of ranks before it (stick to WW2 era), you'll still find some pay-to-win pieces of war machinery at these lower ranks, and for higher ranks, paying is a must.
