not really. armour is the only problem for the fox.

Edit: *With a functional gen 2 Atgm. The SS. 11 are not really functional.
The RCV is pretty close, it's at 9.0, no armor, no stabilizer, no ATGM, no thermals, no rangefinder and the only weapon is APFSDS with 90mm of pen.
BMD-4 also at 9.0, no armor, stabilizer, ATGM, thermals, laser rangefinder and the main weapon is APDS with 82mm of pen alongside a Tandem ATGM with 750mm of pen.
10mm of pen and APFSDS instead of APDS is equal to all that.
And the BMD-4 (an event vehicle) doesnt share a BR with another light tank with the same gun that also has an atgm. But is kinda strange as it has barrel atgms. But doesnt really qualify either.
The Warrior and the Fox have an identical gun. The only things that really separate them is the size and speed of the chassis and the atgm.
We know that second gen atgms are worth about 1.3 BRs going from the Pbv 501 (BMP-1 w/o atgms) to a BMP-1.
So the smaller faster Fox closes that 1.3 BR gap with the Warrior but they are not equal.
I don't get what your statement is then, the RCV needs to have an ATGM to qualify? what?
That the Warrior having an ATGM AND the 30mm autocannon makes is forever a better vehicle than the Fox.
That there is no two light vehicles with the same main gun at the same BR, where one has ATGMS and one does not.
With the caveat that the AMX-13 SS.11 doesnt count.
