They put it for sale before it was actually playable so people would buy it before they found out how terrible it is.
With how few tanks Japan has right now, why do you think Gaijin took away a premium tank they could've continued making money on? Was the Chi-Ha really that bad of a tank, considering it's Japan we're talking about? The new French tank tree has some real stinkers in tier 1, so I don't see the problem in letting the Chi-Ha stick around. Do you think it could come back as a limited run vehicle during events and seasonal holidays?
About resurrecting old threads: It's not that there's anything particularly heinous in doing so, but that people do move on from one game to another and don't like getting their old threads from a game they no longer play bumped. My general rule of thumb is if it's older than a month, just start a new thread.
To your question (This is my opinion...): I believe it was mostly a promotional tank, and one that likely did not generate the revenues they wished. This vehicle was basically a "collectors item" from the get-go, rather than being a rare event vehicle, which makes it somewhat unique.
The Chi-Ha SG (Which, I actually bought), is plagued with a lot of issues (Alright, perhaps it's not fair to describe them outright as "issues"; more like historical attributes) that makes it a hard tank to play with.
It's very much a "one-trick-pony"... Get it into a primarily reserve game, and you'll probably blow away anything you can point the gun at. On the other hand, get it into anything above it's BR, and the HE shells simply will not suffice. They are, as you can imagine, extremely low velocity, 30mm pen (best case scenario), slow turret traverse, long reload, and a generally mediocre maneuverability. No armor, either.
While some of the french tanks are real stinkers too (And having played those as well), I can firmly say that I would take my chances with a french tank sooner than I would with the Shi-Ha SG.
As far as coming back as an event or limited time promotional vehicle? I'm fairly certain it is not out of the question (I cannot see any logical sense as to why the developers would not consider bringing it back).
Might I again reiterate, my opinion^ I make no guarantees that it comes back.
You can read my post above if you like; I wouldn't say a "waste of time", but it's a vehicle whose usefulness is very limited & situational.
Yet instead vehicles that were never intended to fight tanks are being put into a game where fighting tanks is the only way to go.
It's like if air battles had no bases or ground/naval targets but attackers and bombers were still included.
