I feel your pain though. I built one of those s-IV outposts in my base that take 30 Copper Alloy Plates. Took me forever to get enough.
The red blueprints are the ancient blue prints you need for some higher technologies.
They're used up in the science station like books.
And as Tommygun said, the Red Blueprints are just artifacts for research, though there are currently no uses for them. Given their rarity though (Copper Plates are 20x more common and they're pretty rare), I'd say they will likely be very useful.
I used everyone with trader x2 backpacks. and spent around 140k. and yes we drank alot of grog to relive the travel stress. :)
There are no techs available that use these. They just sit in my research station unused.
Went to all 3 and none of them had any alloy plates..
