Do you have the Nvidia Experience application installed? If so, shut it down, it conflicts with CoH2.
Have you tested your monitor for hardware failure and your graphics card for possible failure as well?
Any other troubleshooting would require you to post your system specs and OS.
No sli.

Graphics board and monitor are fine, coh2 is the only time when the flickering occurs.
I find it odd that if you dig around forums and google, the full screen flicker has been mentioned since June and still no proper fix or even admission that someone is working on it has come out of Relic. Love the game, just is strange that only this game has this happen.
You can try adjusting your settings a degree lower or shutting down VSync and anti-aliasing. Sometimes that works. You might also want to try creating a game profile specifically for CoH2 where the game controls your settings, or if you already have the game controlling your settings try the reverse and have you videocard control them.
Bear in mind that Company of heroes 2 is a beast for even the top-line graphcis cards and processors to run. Settings that might work for other games, even high-resource games like Crysis or Bioshock Infinite, may not work on CoH2. So older cards that run next-gen twitchers from as new as last year at High or Max settings are having trouble running CoH2 at Medium and High settings.Also, as a RTS, CoH2 relies much more heavily on a CPU to run the game; this could be causing the flicker as well if the CPU is getting hotter than normal or has low clock speed.
This may or may not be your problem, but it's about all I can think of to try solving the issue without having to contact Sega support directly. Sorry, and good luck.
Yea my settings are all on low, i've tried custom and non custom profiles.
Very certain it's not the monitor or the video card - I would consider this only if it was repeatable in any other application, but to date, only coh2 causes this issue, so it seems localized to the software. As for what it could be possibly doing that is causing issues... no idea, but any bug that disturbs game play seems like a pretty bad one, and while it's not a wide spread pandemic, it has enough complaints that a simple google can find it. Guess i'll keep digging around until I stumble upon the cause.
