we are sorry for that you lost all your bulletin progress. However, this cant be connected to the acquisition of the two free commanders. The progress of the intelligence bulletins gets recorded in the intelbulletinprogress.ini file which is located in your Company of Heroes 2 folder. Have you made any changes to that file or reinstalled the game recently?
Maybe something went wrong with the Steam cloud progress backup... Its hard to tell but getting the new commanders cant be the reason.

It seems the bulletin progress is saved in "C:\Program Files (x86)" (or wherever you installed Steam) "Steam\userdata\YOURSTEAMID\231430". I had/fixed the same problem when my harddrive died. I also just tested it out right now on my other computer that I've never logged into steam before. I launched CoH2 for the first time and confirmed I had my levels, but not my bulletins. I copied the 231430 folder from my main computer to the one I was testing and launched CoH2 again, and I had all my bulletins.
So I'm guessing recently your files in that folder were corrupted maybe which caused them to reset? That's just a guess at what might have caused it. This is the directory that gets synced with the Steam cloud though, so you might want to try the following
1. Make a backup copy of your 231430 folder.
2. Turn on cloud syncing (right clock Company of Heroes 2, go to properties, go to the updates tab and click the Cloud Sync checkbox) and launch CoH2.
3. It should tell you the files on your computer don't match what is in the cloud and ask if you want to download or upload. Click download.
This should download a copy of your bulletins from the cloud, but only if you synced it before. If you're lucky you unknowingly synced it 2 months ago and don't have to start from scratch, but if you havent synced it or dont have a backup of that folder then I don't think you'll be able to get your bulletins back.... BUT I don't know if the files in that directory are specifically tied to the Steam accounts. You might want to try copying a friends 231430 folder and seeing if using his files will give you the bulletins he unlocked. I might be able to test that out for you guys tomorrow. If that works then we just found a way to cheat the bulletin system if we can just download a completed bulletins profile.... but Steam's gotta be smarter than that and must have those files locked to Steam accounts... worth a shot though.
Edit: Nope, I tried copying that folder to another steam account but the bulletins didn't work when I did that.

This happened to me after the steam cloud thing was rolled out, I was given the option to opt into the sync and I did. But a few days latter the Bulletins were reset.
I want a fix I paid for everything, I worked for the bulletins and I would like a fix.
