"The way certain packages are structured for Steam, if you purchased a
package including certain (not yet available) DLC packs, you would be
prohibited from downloading the base game.
My understanding is that this issue has now been resolved with
Valve/Steam. Please try activating/installing the Company of Heroes
2 main game again, and let us know if you require further assistance."
They also made a recent change so the DLC you own will show up when you view the game in your library. Try unchecking them all except for: "Company of Heroes 2 - Standard Game".
I don't think we ever redirect people to Steam support unless it is concerning refunds (as we cannot process Steam refunds). In your case it was likely you were using the Steam BETA client which caused a problem with Company Of Heroes 2 activation.
You should be able to play now without any issues.
