KV-2 has better rear armour but that is the only difference
tiger is slightly more nimble
tiger has overall more efficient gun but KV-2 has greater chance of squad wiping
They are both heavy tanks and calling a tank with 180 penetration as TD is rather sad
You say the gun of the tiger is beter, but in practice in this screenshot and the Tiger Ace mission. The KV-2 trades too evenly or even beter in damage. While the gun of the tiger has a beter reload time and penetration. Unfortunately it doesn't penetrate the KV-2 regularly to even say its beter.
While the KV-2's gun doesn't penetrate regularly as the tiger. It compensate with it's high damage, which is why you see in this screenshot it's a close victory. Which makes the KV-2 not only a squad wiper, but also a good tank killer. While the tiger is mostly used against tanks.
Both unit costs about the same (KV-2 is 10MP cheaper)
Tiger outranges KV-2 by 5 and is more mobile. So it is entirely possible for Tiger to properly kite KV-2 if player wants to actually micro his unit. Also, it will be absolute pain in the ass for KV-2 to actually chase tiger since it will just be met by pak43 fire.
Most of time KV-2 will be countered by Stug 3, pak43 which are substantially cheaper and other than armour KV-2 doesn't have anything to help it self survive from attack. (Tiger on the other hand gets Blitz at vet 1 and two of tiger based doctrine grants panzer tactician)
Also, tiger will deal more consistent and higher damage against infantry based target. However, KV-2 has better squad wiping potential for it has larger AoE and higher damage per round and it is facing axis faction infantry which tend to have smaller squad size.
In short, in any practical engagement, KV-2 will not be able to perform efficiently as tiger other then pressuring infantry for retreat or getting occasional squad wipe. If I put 1 vs 1 on unit test, HMG will always win any kind of infantry. However, this is never the case in any practical engagement, since no sane player will do so.
Lastly, Campaign is a totally separate element. ToW unit values are different, tiger used to have 40 range just like any medium and heavy armour and this is the same case in ToW (except panther and comet)
