SC2 is a much more difficult to play rts involving micro and macro. SC2 is also based in the starcraft universe and has a more competitive and existing e-spoorts scene. It also has a larger player base. To win you must eliminate all of your opponents buildings. But then upper level SC2 game play is somewhat limited, due to strict build times and certain strategies being much stronger. Without tons of practice and very high apm (actions per minute) you will never be a good player.
COH2 is based around WWII. To win in COH2 you need to win by having the most VP's, which is done by holding certain portions of the map. You can also win by destroying all of your enemies buildings, but buildings are more difficult to kill than in SC2, and everyone starts off with base turrets. COH2 also has terrain that is destructible, which is used for unit cover and denial of enemy movement. Cover bonuses, denying cover, using buildings and other terrain, and flanking are very important in COH2. Unfortunately, COH2 has a ton of bugs still in the game, and slightly too much rng for my liking. RNG stands for randomly number generated, and alot of aspects of COH2 revolve around RNG. For instance, an enemy steps on a mine, it can kill the whole squad, or do nothing at all. And don't even get me started on the vehicle abandoned critical that can occur, that RNG will flip a match around. RNG can be frustrating and game altering, but it's something you deal with in COH2, it goes both ways. In my opinion, COH2 has too much rng and too many bugs to be an e-sports game, even though it is very fun. Also some of the maps are imbalanced, and there is alot of blobbing currently which is annoying.
Long story short, in COH2 the map is very important for terrain, getting resources, and getting VP's to win. SC2 you need to macro and get a strong economy, while also microing units to fight. In SC2 terrain is still important, but in COH2 it is extremely important. If a "more competitive" game with e-sports counts as better, then SC2 would be better. But I play for fun, and don't aim to be the best and win tournaments. The two can't really becompared they are both very different. I played both games a good amount and I have liked both alot, but due to my preference for a WWII atmosphere and my love of the franchise, I prefer COH2.
COH is more of an evolution of the standard RTS formulae without going too far into Tactical RTS (ruse/wargame)
Units got base HP, that you reduce by pure damage and kill.
in COH2 it takes sometimes 40 min to finish a game, you cant really rush, and units
in addition to base HP, gain armor bonus while in cover (behind a wall or something), and tanks gain bonus armor depending on which direction they are beeing it from.
So those game s are very different, the only thing you have in common is base building and units purches.
