There's also custom games with custom maps and game modes that anyone can join so, always a couple thousand people playing CoH2 and games open.
This game isn't as big as Starcraft 2, but that's because it's not geared for 10 year olds and Coh2 actually has a fair bit of depth rather than resource farm, turtle, and zerg. Yawn.
I've watced a lot of both, and Starcraft just doesn't look fun or appealing whatsoever.
No unit interractions, no interesting music, just mass units vs mass units, and I could nitpick forever.
It's a popular game, largely due to it's simplicity. Games like Wargame and ArmA will always be in the shadows of games like Starcraft and CoD.
I would recommend to get both.
While SC2 is more a full competitive game, with high amount of smaller units, company of heroes is more about the positioning and the tactical follow up for your troops.
(e.g MG positioning to cover from flanks and blobs, tanks which constantly pressure infantery while you need specialized weapons to make some trouble to it.
Splitpushing to take map dominance is possible, but shredding economy or production lines is impossible in this game.)
Try it out for yourselfe.
If you like strategy games, you have to buy CoH2, because it is one of the big names of the RTSG genre.
And what about COH1?
I think Clausewitz once said war is the realm of uncertainity and CoH2 got this feeling really good implented into the gameplay. While in SC2 you can exactly predict what will when and where happen, the only limiting factor being the amount of clicks per minutes and how fast you can sweep your mouse over the mousepad, there are quite a few RNG-factors in CoH2 which make the battlefield feel more authentic and less static. It won't take everything out of your hands and just roll dices to see who wins the match, you have to weigh the odds and form your strategic approach based on your anticipation of what will most likely suceed against your opponent, always trying to grab and capitalize on the circumstances that favors you and hinders your opponent the most.
I'm pretty high so I hope this is somewhat readable & makes some sense in sober minds

The latest sale was in September during the exploration sale. When the next sale will be? probably with the summer sale or near the release of the new expansion (no date announced yet)
CoH 1 is a fun game, but I prefer CoH 2. But I've no idea what the online activity there is.
I can get COH2 on G.2.A for $13 total right now
Should I snatch it for that price? would have preferred to buy on steam cause of my steam wallet has money in it. Sigh
Base game:
Gives you 2 factions (Ostheer and Soviet Union), A single player campaign with the Soviets and a theater of war (these are single/coop challenges).
Western Front Armies:
Pack (of dual pack) which include 1 or 2 new multiplayer factions which are the good ol' US of A and Oberkommando west. This DLC is not required to play online and you can match up with people using this factions (the community is not seperated based on DLC). This pack is STANDALONE and the base game is not needed. These 2 factions are a new way to play the game and different from the vanilla faction, but I would not advice starting with these factions if you never played CoH before.
Ardenne Assault:
Singleplayer USF campaign. This is also standalone

Commanders:
When you start a game with faction X you can choose 3 commanders in your loadout. Each commanders gives twist with new abilities and units to use for that commander. The base commanders which you get free are good but the paid ones give something the standard one has. But its not pay to win.
I will also add that commanders and skins and faceplates can be obtained to the spoils of war system (RNG which maybe rewards you at the end of a match)
Now to answer your question:
Is CoH 2 worth 13$, in my opinion yes but I do really like the game so why shouldn't I say yes :P. I advice to play the first few games the campaign or against AI to learn the ropes (or with another player who wants to teach you how to play) and not get slaughtered by seasoned veterans in automatch.
