I hear that players didn't like SEGA's cash grabbing commander DLC back when they came out...some units locked behind specific commanders.

It was criticized. But wrongly, in my opinion. Tbh, the majority of commanders are by no means game-deciding. There are some meta commanders that are very good and the rest are unnecessary. Plus, you can also buy the Commanders with in-game currency and I've treated myself to one after the other over the years.
In CoH3 I actually miss the commanders a little. Even though there is certainly a meta-doctrine here, and a meta-path in every doctrine, it is more "boring" because the player simply has less choice if he wants it. After all, it's fun to try out different styles of play from time to time. Apart from that, in my opinion, CoH3 has many other "problems" why I don't play it. One reason is that it's not COH2 and that this game is still too good to change to CoH3.

took me about 100 hours to earn coin for 1 commander of the 2, then they gave it away for free :(

Well, no. It doesn't take THAT much time, nor does it take that much time to get the essential commanders. As said, there are some relevant Commanders and a lot of irrelevant ones. But aside from the cash grab, the commander system is still better than the battlegroup system. And that was the main point of my statemant. The commanders, if u have them, just make for a better and more varied game. At least in my opinion. And with the AOW Edition u can get them all for free.
As for the estimated time.... I would say roughly 1000-1500 hrs. pure playtime is needed to get them all, depending on how long your games are lasting, how many u win and if u buy other stuff like cosmetics, bulletins too or not. Sounds alot, rigthly so, but once again, there are a lot of trash commanders out there, who don't give u any new units. Or u just farm xp and thus reward crates via some mods. A game counts after 5 minutes and u get the loot. Yeah, it is boring, but it works as in any other game. CoH3 may do it "better" because u don't have to pay extra to get said battlegroups, but that alone sadly doesn't make a good game.
Same thing with the bulletins. U don't need all of them. There are even some outdated ones like the discount on the falschirmjaeger panzerfaust, which the unit doesn't have anymore. And u get them rewarded every once in a while.
