Its damage at max AOE is 32 (T-34-85 does 8), with larger coverage than easy eight (2.5 to E8's 2). This equates to greater HP pool depletion than any premium medium except maybe T-34-85 and P4 variants with larger distance from ground zero of the shell to kill a model (0.96 for comet, 1.11 for T-34-85, 1.13 for P4). That's where the BS hits and wipes come from. Combined with the higher accuracy than any generalist tanks and vet bonus and it's overkill. Only E8 has any better scatter and most medium tanks has no accuracy bonus from veterancy, including panther (only Sherman variants and P4J have it).
As for abilities, disregarding the bug (i think) of smoke & willy pete overlap, do we really need manual grenade for comet? It has vet 3 grenade on auto, so why bother having it?

If I say balance, I would say make it a Panther clone,
Currently comet is like worse Panther, only offset by better utility and somewhat better anti infantry.
If manually attack ground for better accuracy, Micro Tax.
Topping all that is how comet has accuracy bonus from veterancy, it becomes ridiculous.
