i think it caused by the fact the game require all subscribed mods/maps/skins... to update before a new mod/map/skin... can be loaded.
so yes its not download multipe files at the same time. it loads one after another! modder like me cant upload/update his own mods until not all other subscribed files are updated (modhub/manage) .
as more files you subscribe you need to update them more often.
this happens really slow in the background or a bit faster if you do in by yourself (modhub/manage and click on the circled arrow to update all subscribed files) every day after you start the game and before you join a custom lobby.
BUT as long not all do update them manually the problem still is present.
im not sure how the download from workshop is running because sometimes people load really slow (its not only be slow internet connection). i have 100mbit downstream (12,5mbyte /sec).
for an 100mbyte skin it should load 8-10 secs but sometiems it need about a minute so i guess we wont get fullspeed from workshop downloads ingame!
there are different ways to solve this problem by coh2 if the devs implement it.
solution 1.:
let the host of a custom lobby disable all custom skins/decals/vstrikes so this stuff wont be subscribed/loaded and are not required to start a match.
only mods/map will be subscribed/loaded if needed.
solution 2.:
enforce the game to update all subscribed files before player starts the game (like this are basic game updates) so they where up-to-date with all stuff before they join a custom lobby.
solution 3.:
not sure if this possibe because the problem could be on workshop side.
make downloads/updates from workshop files multithreaded (depending on internet connection speed)
solution 4.:
this would bring only a short effect but better as nothing.
disable the "visual aesthetics option" as default.
for the moment its activated as default so every player is forced to load custom style stuff if he want or not.
some people will re-active this option so its still a problem long term wise.
but i think some is better then all.
p.s.
if there comes no fix for that. the heart of the multiplayer (the lobby) is dying. and this will also kill the game at all.
