Did you ever try to do this?
Replays. The first thing you should try. Rename the folder. Next one is volume's quotes (just check the admin's priveleges). Right clikc on game folder > security > full access.
Once again, sometimes game''s just run wild. You can get no support here (only on Relic forums with the such a speed that game would fix itself likely), yes, and those lazy scummers (Relic, of course) ain't reading anything from here, untill some gardenning pudding would report you (yes, and it's the Steam moderator, who actually responds, so no heavy words about these thieves would be just fine).
Got the same issue right now, and it's popping-up periodically. Just don't play in this scrap. Or wait for a while. [it happens since the launch. Relic doesn't know how to fix some bugs. It's just who they are.]

Dont have any DLC just the base game
Also for some reason its downloaded a 11 meg file mulitple times, then sometimes when it tries to RE-RE-REdownload it, it says ERROR 41 Steam servers are too busy for install or something of the sort
I tried transfering the entire folder from my desktop to my laptop
Still will not work
