3. Commanders are a pick-once-per-match thing, so you take 3 into battle and pick one at some point in time. Depending on what faction & what you have availble, they can either provide some good utility, feel OP, or be compeltely useless... so get used to figuring out what factions youre against and what your commanders can do to them.
4. Play around first, I find it's a lot less frustrating having bought all the factions simply because I know what the hell I'm fighting and how they work. Relic definitly shouldn't be charging for completely different factions the way they are, especially in an asymmetric game, but eh...
8. Pretty sure the commanders you have you can use in any single or multiplayer game loadout. 3 commanders, 3 intel, and whatever aesthetic crap in every game mode.
4. Play Soviet and Wehrmacht first (preferably 2vs2). To know their strength and weaknesses better in team plays
8. "Rare" or "Uncommon" commanders usually are not better than "common" ones. They all have their strengths and weaknesses. They provide additional unit types though. You can get them by buying with real money or waiting to drop from war spoils after match.

3 both,try to play as much commanders as possible ,even buy some if you like the look of the cmd if you have spare cash.
4 you don't "have to" buy one,but playing as them do make you understand more about your allies/enemies.
5 there are more players playing 4v4, but quality of those people...
6 the difference isn't too big so....(numbers I mean)
7 In my opinion, OKW being the most and USF the least.
8 at the start no,you get those standerds (arguably bests ) and two rare when an event long time ago,it's possible to get new ones via war spoil though.

Two follow up newb questions - someone in another post had mentioned that some people play factions (Axis?) so that they can enter an online game faster in the que - is this true and if so, does this have something to do with the system preferring to match allies vs axis or vice versa?
Second - are there ever times of the day when you find nobody to play a multiplayer game online with?
For automatch it only searches Axis vs. Allies so, it depends on how many people are planning on playing a faction that belongs to one of the groups. It generally switches back and forth. The UKF faction was added recently so there is a shorter wait if you play Axis since most people are trying the new faction. In custom matches you can play mirror matches like Allies vs. Allies or vice versa.
I generally find games throughout the day and there isn't usually a long wait time.

2. Yes, but if you read map fast enough you can do it without knowing the map.
3. Commanders Slightly changes your play style. It only give you ability assistance if when used correctly. can turn tide of the game.
4. Unfortunately no. Blame Sega for that. Not a P2W situation but I never think it is worth it. Wait for sale.
5. Unfotunately yes, when there is some aspect of the game that is somewhat easily used and make victory easier. people tend to hog up to that faction. E.g. Flame nades and ISG now. And the more you check and unveto. the more chance you get in.
6. Look at "Public game list" There are some popular mod like AoD and All Units mod.
7. Depends on situation. Soviet and US forces is less played because of new British forces.
8. "Rare commanders" means it is bought or got from special event. And No they are not game changer or P2W situation. And if you're very lucky you'll get one from drop as same as Normal commander or Uncommon commanders.
