Camo patterns are purely cosmetic. (A few of them are neat to look at, and some add a distinct sense of character, but whether that's for you is on you.)
Faceplates, too, though most of them don't even have that bit of character-flavor, imo.
Victory Strikes are purely cosmetic, and only trigger on...winning.
Theatres of War expansions add a bunch of fairly short missions. There's quite a lot of them, and a few are notoriously difficult.
Ardennes Assault is alright.
Basically, in my opinion, don't pay the full price for anything.
If you play online, or in skirmishes against the AI, you can unlock bulletins (small buffs for skirmish/MP games), whole commanders, faceplates, camos, and victory strikes.
Anything else is trash, but that's coming from a MP-focused player.
For TW Attila, it's an unreleased DLC coming soon, and for DoW 2, it's the Tau Commander. I REEEEEALLLLY hope DoW 2 loses...

Won't win anyway, it's heavily rigged in DoW's favor
But yeah, something's definitely up with DoW 2. It just happens to be the cheapest DLC available through here, suddenly super-popular.
On a second note 2 commanders is what it should be like the last 2 years, a free faction that was already out for 6 months would just penalize people who bought it.
