I agree, the damage should be much higher and the expolison-animation should be more enormous. With the smoke it is already impossible to hit ANYTHING, so I think it could be accepted, that a (very rare) luck hit wipes a tank.
It had better cost way more (like 300 ammo or something if you want it that good) than it does if it is going to have that big of a buff, because with that buff it will pulverize about darn anything and with a massive AOE and damage dealt, it won't even need accuracy.
The shells were immense.

Should it have a bigger oomph than... well... nearly anything? Yes. Yes it should. But very long cooldown, only one shell (Those things did not fire in barrage, at all!), and possibly higher ammo cost.
The most produced german railway artillery (25) was the Krupp K-5, which was 283mm. Very long range (64 km), and 15 rounds per hour instead of Dora's shorter range and 1-2 per hour. This is a better candidate for the ability, really, and it is somewhat in line with the other versions (larger shells still, though).
