Why does this game not have voice chat?

If a game like Dota is able to, I think coh2 is also able.

Yes there are language barriers, the matchmaking is not set to regions.
But more than often I am inquisitive and find my ally also speaks the same language, a push to talk option would go a long way to improve teamwork.

My friend suggested that this would unbalance the game as not everyone has mic's or plays with sound. Perhaps in some aspects, but there are plenty of other games outside of RTS that utilize a poush to talk feature.

Even preset quotes such as "Enemy Tank" would be mighty handy rather than the one signal we have been provided

More than often I play with people who are not bad. However if they do whine, it goes without saying if push to talk is included there should be a mute button.

Just imagine a 4v4 where everyone on your team calls OP on eevrything. Hahaha

It'd be pointless. All the mature players would disable it and all the whingers would just be upsetting each other without any benefit.

Not sure what it is about this genre but people often can't tell they're terrible and are quite happy to spend the entire match telling more experienced players what to do.

Half these people can't be bothered to reply to hello at the start of a match, why would I want to listen to them?

VOIP on almost every game with random people its a mess nowadays (with some exceptions).... Im fine with text messages and pin points. I truly value the feature when it is with people u know from some time or friends.

Can anyone actually provide a solid reason that push to talk or at least pinned words are not available?

Along software terms or even a reason from the developers?

As for people whining, mute them or play 1v1. Why deny an option because you're match made with 10 year olds once in a while

play with friends, use skype or razor comms, to VOIP. i dont want to hear random people talk as they will not even use for what it is intended an even so they will probably be like screw you im going to do my own thing.
