Mortar HT are never getting hit by counter barrage and will do constant damage with incendiary shells.
Smoke bombs can cut line of sight for any emplacement and makes the enemy guess where you are with attack ground. Great to set up attacks with flamethrowers, AT-guns or Panzerschrecks.
Relief Infantry isn't too vital, but can help if you got weapon teams that are likely to get hit by mortar pit fire or bofors barrages. Makes recrewing cheaper.
The LeFH is great at countering stationary targets and provided good fire support. It's more about hitting any repairing units or forcing a brace to set up an attack. Anyways the good rate of fire comes in really handy.
Sector Artillery is kind of not needed since it's only defensive, but can be useful, since the enemy has less mobile units that you can keep out of vital sectors. If you are really lucky you can take the sector the sim city is located in and use the ability.
It's a munitions heavy way to go, but I certainly had no issue with the sim city whatsoever.

The fact that he doesn't mention those things is because the video focuses on the question how to counter sim city. That means what are good ways to deal with emplacements. You should know already how to counter their basic units like MGs and snipers. That does not change only because they invest a lot of ressources into emplacements. On the contrary it makes it easier, since there are less overall mobile units to deal with.
And btw he did mention that usually there would be an MG in the curch on that map and suggested a way to deal with that.
