Actually early it does REAL well against infantry considering its AT. Better then the Panther for sure. I underestimated it once and quickly lost 4 members of a Rifle Squad in short order.

Essentially OKW has choice of choosing over tier 2 or tier 3 as their first truck and then decide whether they chose the other truck or tier 4 truck.
Player who uses puma usually starts with tier 3 truck and this is pretty hafty investment for the player since without tier 2 truck they will have to rely on sturmpio med kit to heal up or spend more MP reinforcing squads which could have been avoided if they were healed into full health.
Also, getting puma means that they will not be able to get actual tank (like panther) by any time soon which makes puma somewhat of risky investment. At best they will just settle with jagdpz4. (Not a bad choice but panther in general require less micro and is more flexible)
Furthermore, after selecting tier 3 now you have choice of tier 2 and 4, without tier 4 you are not gonna get high tier infantry unless you have the right doctrine (scavenge doctrine, Luftwaffe doctrine, and bit of breakthrough doctrine to certain extent) Without tier 2 maintaining your elite infantry force is going to be quite expensive as well.
Now one may suggest of getting tier 2 first and getting tier 3 or getting tier 3 as last.
But this arises problem of puma getting outclassed quite severely. I personally believe puma needs to have at least vet 1 before they enter late game in order to be using worthwhile if the player doesn't choose tier 3 as their first choice puma is not going to be awesome and if tier 3 is their 3rd choice they may as well not bother it.
Tier 3 has its merit but I generally find the safer route of tier 2 and tier 4 (then maybe backteching to tier 3) is more preferable since the only weakness in this tech route is enemy going nuts with light tank spam which is also risky for the opponents to carry out.
When a Puma has a penetration value of 120 at mid range and nearly double the ROF of most allied medium tanks, and does 120 instead of 160 per shot and is a 3 shot kill vehicle that can also smoke for only 320 manpower and 70 fuel, I would say that is a very good little TD that also has a coaxial mg and a turret which means it is going to kill infantry as well and can flank when you add in its great speed. The Puma if anything might need a second increase to ROF or something, but other than that it is fine or also a decrease in that mg coaxial because as it vets that gun also becomes pretty good.
Aside from that the Ost Heer Puma needs to have its veterancy bonus changed because now with vet 3 its damage per shot is increased to 160 and it also gets a ROF boost which means it is doing a Pak40's worth of DPS and is mobile with a terrific LOS.
