Come on, we can do this all day. In the end it's all a matter of taste.
I like to compare scavenge doctrine to Rifle Company for USF. On the surface, both Scavenge AND rifle company look incredibly boring, but both are actually quite powerful. Another similarity is that both commanders are off-meta, so you're more likely to shock your opponent. Another example would be Conscript Support Tactics for SOV. It's another commander that is rarely used but can shock your opponent. Tightrope also likes that commander because it's so off-meta that nobody really knows an effective way to counter it.
