Report a translation problem
Long, long ago, when game was still still fresh (we're talking about 2013 coh2 here), the mods weren't that much of an impossible task. Hell, there were some sucessful attempts at unit/model swap (https://www.youtube.com/watch?v=1sTq4YkAELg&ab), but then Sega stepped in, and told Relic to "lock" the gamefiles, to automatically crash the game if the files .sga were tinkered enough with.
Fast foward to present day, the reason why there are no mod tools is largely the same: DLC, and new problem, that mainbase of the COH2 is outdated to hecc, and without new mod tools, will be nigh impossible to make something that is reasonable. But, with the new community mananger, it really is possible for Relic to finally unlock the files after all those years.
At least that's what I know form coh2.org forums.
Also on the flip side, mod tools would enable the balance team to be much more creative, or even maybe add more doctrines to the game, because it never backfired, am I right 10 minute Tiger Ace?
