its just hard AI with cheats, nothing special
Hard gets resource cheats, too, though not as much, and expert does play better.
i do not believe the AI logic is changed from hard to expert
at best you could say the RNG for chance of a unit having instant reactions (vs him not responding at all) for things like retreating, moving out of nades or throwing a nade is slightly better on expert but the decision making is identical
Those things do count as the AI playing better, though.
You are right about the decision making, though. Expert will still throw tanks away into a wall of AT that it knows is there.
A.I logic and builds are unchanged from Easy to Expert. They just have different resources (yes Easy has a resource debuff), different reaction "delay" values, and hard caps on army size and points captured on Easy and Standard.
It's...laziness honestly, since it is definitely capable of doing separate builds for each difficulties.

From my experience, you never get more than a few seconds at time to rest, heal, replenish or repair your units. You're subjected to a constant barrage of mortars and other artillery (and remember AI can see through fog of war) while said mortars and artillery are backed up by multiple MGs and AT guns. And once they get tanks they're producing them about one per minute. That's too much to turn the tables on, no matter how much veterancy you get.
You can't push against that. All you can do is desperately hold your position long enough to win via points.
Expert have (almost) double MP and more fuel, that's why they will spam evey unit as they can. they also have something like map cheat so they will easily barrage or flank you.
If you want to win easier, remember to capture at least 2/3 pointflags so you will have equal fuel or more fuel that will make you have a huge adventage, also you need to know the behavior of each Faction (like Brits will start SIM City at 3 mins, USF will have mortar earlier, SoV will have more infantary and Light Vehicles) so you can have a better counter, if you're playing 4v4, each map will have different behavior of their attack direction, never forget to support your teammates.
