Also flamethrowers are unevenly distributed across the factions. Soviets and Wehr have them by default, while OKW, USF and UKF have them only on doctrines. Adding such a powerful mechanic to them wouldn't be fair.
It is a nice feature and can be quite handy if you loose a Tank and the crew survived it but it is rather timeconsuming. And if I remember correct, you can´t take captured vehicles into the next mission.
