As for Bulletins stick with Riflemen bulletins, or maybe the Bazooka or Grenade Supplies if you have Ardennes Assault exclusives, BUT Accuracy, Reload and Cooldown (This is the one I swap out sometimes) and Live and Learn are the best options as no matter what commander you play you will need Riflemen.
The RE one can be good too, "See The World They Said!" I think it was the name of it.
The increased grenade range allows for some distinct tactical advantage when squaring off against enemy infantry. I don't have to get as close as I normally would with my riflemen.
The increased training speed helps me get rifles trained quicker right at the beginning of the match and allows me to get them back in the fight much faster when in need of reinforcement.
The increased veterancy rate helps rifles beat late game Axis infantry as well as unlocks the anti-tank grenade a little faster. Both are extremely helpful.
*Note that "Backbone of the Army" requires you to complete Ardennes Assault on any difficulty with Baker company.
Many USF bulletins are geared towards specific commanders and the troops that can be called in by these commanders. If you want to go into a match with a commander already in mind, you may want to take a look at these too.
Here are a few examples based on commanders you have chosen:
Armor Company:
*Fire it Up!: Assault Eng flamethrower cost 5% less.
* Repeat as Necessary: Wolverine tank destroyer has 4% faster reload.
*Plow Your Way Through!: Dozer Sherman "dispatch" ability recharges 10% faster.
*Thick Metal Skin?: M10 "Wolverine" Tank destroyers have 4% increased armor penetration.
Infantry Company:
*Big gun I'm #1: E8 get 4% armor penetration.
*Easy Handling: E8 moves 5% faster and accelerates 5% faster.
Heavy Cavalry Company:
*Tiger Grass!: M26 Pershing has 4% increased armor penetration
As for what commanders to use (especially regarding the Tactical Support company) that's really up to you and the battle you are in. However I use the same commanders as you as I find the rest to be pretty lackluster. Especially the Recon commander.
