why AI in normal is so dumb ?

I play 4 vs 4 ( 2 easy's 2 normal's ) and i usually end up fighting 1 vs 4 after almost an hour to finish the ♥♥♥♥♥♥♥ match.... while my 'dumb' allies standing in their territory with their army doing completely nothing....loool....

because... they are easy and normal AIs, expected to be overrolled by player only similar to rts games?

It seems like the AI varies some from map to map. Sometimes I get good help from ally AI and sometimes not.
Same with the comp AI against me.

Comp AI plays equal to or greater than it's difficulty rank imo.

sounds weird but german AI happens to play smarter than american and british in the same difficulty ?
i usually play russians and american-british for allies against germans...nvm...
