You can unlock anytime in the barracks just under the grenades, but the LMG with the 70 muni price tag is Commander needed to buy.

No i say you need a commander to buy m1919A6, for example infranty. If you don't have that commander or another one with the doctrine to allow the use of that LMG you are unable to use it. And even if you do you first have to unlock weapon rack in barracks. Under the nades, barrack is the thing where you can buy infranty mans.
