Both. We host a select roster of "official" servers but it's just like any other Source Engine game - anyone can make a server whether it's a Listen server or Dedicated one.

You can play singleplayer by starting a listen server that is local only then no one can join.

It's pretty simple to start a singleplayer game. From the main menu: Create Server -> Choose map -> Game tab -> Check LAN Only -> and singleplayer goodness awaits.

Still not EXACTLY singleplay, someone could come to your house, hack into your wifi and connect to you via LAN :)
