Any advice on adding or customizing units, buildings?

I found custom unit/building designs for Age of Empires here:

I'm still trying to find some instructions on the website so I need advice for how to properly unzip these files into the games program for the mod to take effect in game.

And I was wondering if it was possible to choose which units in the game are replaced by the mod.
Also, do these mods work for all AOE 2 games? Including The Forgotten?

most of them works, you can load Turtle Pack, than you can extract the graphic files or add them.
if you add complete new buildings or units - you also need do data editing, for that you need get advanced genie editor.
