Cant start game. Game already running Aoe2 Hd edition.

So I have gotten this bug hundreds of times now, with tons of games over the years. I Always was able to fix it myself one example: Ctrl + Alt + Del then removing the running program. But this time it is diffrent. It started years ago as a not so complex problem easy to fix (For lots of games) And it is only "evolving" it is geting harder and ahrder to fix. I am not sure why this is happening but I am not thinking positivly to steam about it... It was as easy as 1 2 3 and now it can ake weeks to figure out yourself. (I dont know a lot about computer's)

So my Aoe2 is "already" running steam says while it is NOT I cant find it ANY WHERE with the help of ANY program I trust to use. It just doesnt exist... It is jsut steam saying it is running and that is all. No it doesnt crash while I am in game or any thing like that. one day it works fine the next I just cant play it any more. And I cant delte the game OR sign out on steam becaus I need to close the game before doing that. This is a major isue for me becaus I need to switch acount for surtain purposes. if any one can help me pls do I am getting sick of this stuf. and steam... PLS FIX IT! THIS HAS BEEN AROUND SINCE THE "BEART" OF STEAM! And it only has gone worse. ty very mutch for your time.

Same problem with me. Steam says AOE2 would be running. I tried so many things and nothing would help:

* checked the task manager -> no AOE application running
* temporarily disabled my antivir program (Avast) -> no change
* erased the game cache folder -> no change
* even deleted the game folder from my hard disk -> no change

So why does the Steam app tell me it would be running? It is not on my computer any more and I can not reinstall it, because the Steam app shows it would be running...
