It depends on enemy civ, map type, is it 1v1, 2v2, 3v3, 4v4? What tactic do you want to use? What civs do your allies have and do they synergise with yours?
The most 'flexible' one though is Spanish as far as I know as they can pretty much research and build anything, and can upgrade everything at the blacksmith for no gold, meaning they can easily go into multiple tech trees.
Elite Longboat in the water and Berserker with regeneration on land. <3
My 2nd/3rd picks are probably tied between Hun/Mayan.

25% work rate? it's like having 25% more economy/villagers then anyone! And they have paladins, hand canonners, full atk and cav armor forge, and of course, 600+hp eliphants with 20 aoe damage.
Also they start with +50 food and wood out of nothing... And their towncenters and docks have double hit points. The team bonus is great too. Knights +2 atk vs archers means 3 hits only
Massed janissary and bombard cannons with +2 range/25% HP are almost unstopable. In team games you can usually savely wall and rush castle/imperial where they shine.
