I don't know where I got that idea from but I see you are right. Plumed Archers have a pretty ordinary range.
So yes, longbowmen have the best range indeed. They are awesome when massed.
To me, "best" means most practical; which civ can dominate other civs with their primary strategy focusing on Archers. That's the Huns, with the Mayans in second place.
Huns can hit the Feudal Age and Castle Age very quickly and can field more Archers faster than anybody else, AND they save alot of Wood for Archers. They hit Castle and can immediately start fielding cheap, OP Cavalry Archers, unlike other civs who have to research Crossbow first.
If we're talking about which civ has the most population effective (quality) Archers, then it's Mangudai, maybe tied with War Wagons. To most people, War Wagons clearly outweigh in stats but attack speed and movement speed are stats, too, and Mangudai are crazy due to that combination.
If we're talking about which civ has the best combo of practicality and quality, that's where Longbows and Plumed Archers come in. I'd still give it to Plumed Archers, though.
Chu Ko Nu are good units but are not as good as the other foot archer UUs, but they can kill Rams and Trebs, so that's at least a small niche they fill that LBows and Plumes can't.
My favorite would definitely be the plumed archers. Very cheap to produce and upgrade. A massive 65 HP and 6 pierce armour and slightly higher attack rate than arbalests as well.
Turks and janissaries are quite cool, but they are not really archers.
