I tried to play Age of Empires 2 (2013) and Age of Empires 2:Definitive Edition many times but my enemy AI's still resign in 10 minutes and do not do anything(e.g.attack,collect resources),so I need help so my AI's can do everything like the my old Age of Empires 2 games.

I think that with AoE 2 DE destroyed by the updates since RoR, many people is going back to play the HD edition.

Also, I am now creating scenarios in HD to keep alive the game, and then I add changes in DE to upload there also :'D

Quite the opposite. Have you played non dlc campaigns? If you set the difficulty to 'hard,' be prepared to face a fierce attack in a five minutes. Once the enemy gathers enough resources (which is easy for them due to their well-built bases right from the beginning), the attacks become continuous. It can be challenging to defend against simultaneous enemy factions. Chingiz-Khan is quite greedy when it comes to providing you with an army capable of defending against the initial attacks. In such situations, improvisation is often your best option

What's the ai like in this game? Is it like Civ V where AI is trash but increasing difficulty just gives them a massive advantage with extra resources and stuffs? Or is the AI actually good?

The CD AI (afaik "Petersen AI" or "Original AI" in HD Edition) gets free resources on higher difficulties whereas the newer one is indeed competent and can keep up without resource cheats. It constantly tries to find a weak spot in your defense but is quite aggresive so you need some practice to keep up with it.

The AI in Definitive Edition is an improvement from the HD Edition AI as DE has an additional difficulty setting that makes the AI more even across all difficulty levels.
