Is Sandbox Roleplay Possible in this game?

I'm a fan of Roleplays, and by Roleplay, I mean the use of sandbox styled gameplay where you can create whatever you desired with no limits, create unique units and have them be the hero of the roleplay, spam armies of units and have an all out clash between different players by using the sandbox roleplay elements. Similar to how Starcraft 2:wol's cortex roleplay has done. Might such a technique or custom made gamemode possible to do on such a game as Age of Empires ll? It was possible with Age of Mythology back in the day.
