no but seriously you are in the complete wrong genre. If you want a Farm game go and buy Stardew Valley.
You could try looking for peaceful scenerios or create some yourself to allow you to do stuff you want. This is really not the ideal game to build peaceful empires and cities though.

On a serious note I totally am in the right genre, and in the right game. Aoe2 boasts about letting you build an empire, and that includes a lot of other stuff. This is how some people already play aoe2, just making pretty cities, nice walls, cool armies and sometimes landscapes. This is a big part of single player, but only minor in multiplayer, I just want that to get expanded on.
(Also shadow valley looks way too cartoony for me. Even aoe2 looks 100x better.)

I've never played sim city, have heard of it but mostly when people say they're playing sim city in aoe2 matches. how is it different from just building an epic or cool town in aoe2?

I don't see nonsense in my post. Maybe it seems weird because this is real life stuff makes game feel more alive, but I just wanted to really say what I want :)
Seriously, a lot of things you want are already possible in the scenario editor - you can place roads, buildings, fences and anything as you like. Migrating herds of deer, wild animals attacking, animals tasked on farms, spawning animals and respawning resources in general are doable with triggers. You can design any map you want and even terrain modification is partially doable (you can create water and sand during play, so floods/droughts/tides are possible). It is even possible to make most of these player-controlled, although usually through mechanics that bend the basic game design.
To finish the impression, you can design the AI which would behave as another ruler(s), so that you can interact with them diplomatically. If you use 500 pop limit and LudaKRIS map size, you could get tens of hours of gameplay :)
There aren't many scenarios that focus on this city/empire-building style of play in such a detailed way as I described (I don't know of any), but perhaps you could find something to your liking here.[aok.heavengames.com]
I kind of understand your unwillingness to switch to classical city-builder games, as they lack the one thing Age of Empires II has over them: the ability to control single units.
