How to counter the persian civ?

Pikes,camels,monks... and try to keep up with them economically(not that easy to acomplish due to better tc work rate...)

Anything that can hit them hard early really. Persians needs to make use of their eco bonusses to come to full effect. Civs like Ethiopians, Malians, Aztecs, Mayans and Huns all can hit hard in feudal.
If you have to confront them late game then monks are the main counters to monks. Persian war elephants overwhelms all other melee units including the Halbediers if the Persian player had the luxury of time.since need multiple of Halbediers to takedown a single elephant.
Also keep in mind that Persians don't have siege engineers so some potent siege civs can hold a candle to their elephants without fear of (too) much retaliation like Celts and Khmer.

Italian Civ Archers, destroy elephants and most cavalry, they are good enough, and atacking from a distance can actually help a lot not to loose as many troops and contain them.

Monks go beast mode and will enrage pretty much every persian player. Nothing hurts worse than a super expensive unit being converted.

You need to be raiding your persian enemy as much as possible to disrupt their eco and keep them busy. Light cav/cav archers really help with this. Use pikes/skirms as a meat shield and go in with monks to convert if they go elephants.
