For Singleplayer you can start off without DLCs easily.
For Multiplayer you don't need to have DLCs either but you are restricted in civilization choice if you don't have them. So if you like the game and plan to play online regularly you're probably better off with the DLCs.
AoE II is one of teh industry classics and often the DLC are available at a very good price. If it is cheaper to buy the game with the DLC, I doubt you will regret buying them.
I could care less if I'm not allowed to play the dlc Civs but I can't even play the original civs I bought twice ( lol ) in multiplayer as i'm locked out of most of them. Scummy business practice.
I bet they'll charge us full price for the "definitive edition" again ;-)
Tbh dlc add a lot to game unlike in other games: civs and campaigns, objects,techs,units.
you don't have to play expansion. play original data set so you can choose fom all civs. If you play expansion data set you are palying something you don't own for free so you are restricted but also can try dlc civs before buying.
The DLC for this game adds civilizations- but it is not P2W, you can play just fine with the base civs.
I would say play it a bit and if you see that you will sink alot of time in this game- get the DLC.
