In AoE2, there is no such scaling. In my opinion, a 1440p monitor shows a confusingly large area of the map, which isn't really beneficial to the game. "More" is not always better. This is why I would pick a lower resolution. But this doesn't solve your problem of the small HUD. Honestly, there is no ideal solution with your monitor. Not only is your resolution too high for this game, your individual pixels are also too small (so that you can't see the HUD very well). I personally play in a custom resolution (with black bars around it) of 1440 x 1024 which I find ideal for this game. It just doesn't scale well to higher resolutions. My monitor is 1920 x 1080.
With your monitor, I would either pick something around 1600 x 1200 in a black box, or try 1280x720 with doubled pixel size.
And you have to change the resolution of the Windows desktop, sadly there is not resolution option in the game.
There are Mods in the Workshop to increase the font size, I believe. I haven't tried them. This could help you to see text messages better and also read the numbers of resources you have more easily (in the upper left corner).
