Since your asking a question about a specific workshop mod I would recommend you to ask in the "Workshop Discussions" or "Troubleshooting" sections instead next time. You'll have a better and easier chance of finding a solution for your problem there.
As for your problem, I'm using the VPPAdminTools on my servers and the questions your asking are pretty simple to setup and understand. PRO TIP: When it comes to mods; Check out the Workshop item description before you download the mod as the creator will often include a overview, instructions and a guide on how to set things up. In order for you to use VPPAdminTools you must also have "CF" (Community Framework) installed,
As for the configuration: (This can also be found in the description of the mod)
In order to setup your "SuperAdmins" you need to navigate to:
\profiles\VPPAdminTools\Permissions\SuperAdmins\SuperAdmins.TXT
Open the TXT document and there add in your "Steam64ID". You can find yours by visting the site: "steamid.io" , enter your profile name/url and then copy the "Steam64ID" shown. Paste that in to the "SuperAdmins.TXT" document without any spaces, symbols or quotes.
If you want to add another Admin to the config, simply tap: "Enter" and do the same for the second person.
For example: The STEAMID64 assoiated with your account is: 76561197973971762
Simply enter that in to the document, save it and close it. Restart your server for the settings to take effect.
Second step: Setting up a "Admin Password"
Go to \profiles/VPPAdminTools/Permissions/credentials.txt
Open the file and edit it. Set up a password there for you and your admins to use.
For example: "DonaldDuck"
Save the file, close it and restart your server if you haven't yet.
The password will be encrypted but the origional password "DonaldDuck" is still the password you'll have to use.
Given you've set those two up; Ensure you've restarted your server after setting and saving those files. Load in to your server witht your mods loaded (Ensure CF & VPPAdminTools have been selected) and when you load it, check your keybinds under the options to get a general idea of the options you have.
By default, if you press "Insert" on your keyboard you toggle the AdminTools ON or OFF.
The first time it'll ask you for the password, there type in your password you've set up before, our example was "DonaldDuck".
After that, you can press the "Home" button to access the rest of the options.
I believe this should be instruction enough to get you going, I would highly recommend you to check out the mods description and discussions to find out how to set things up (this is a good practice for most/all mods.)

Have you tried looking for the "VPPAdminTools" keybind under your game settings?
- I haven't used these admin tools since I last hosted a DayZ server. But I remember that Community Online Tools had a "Toggle" button to Enable the admin tools. I believe this was also the case with VPPAdminTools.
Try to look for that in the keybinds. A "Enable" or "Toggle" button.
(It might be you can enable it by pressing "Y" on your keyboard for VPPAdminTools, and "Home" for the CommunityOnlineTools).
