Im bleeding out , how can i use bandages?

If the Bandages are in your inventory you simply right click and click use. Or you can drag the bandage in one of you number slots press the number and then click middle mouse button to apply.

if you're new starter can use your own t shirt in a pinch- any upper body piece of clothing can be converted to rags

RIght-click on them, as Troper says. If you don't have any bandages, put your t-shirt in the inventory (which is odd, the only way to tear up your t-shirt is to first put it into your pocket :)), right click and choose "tear up". Now you have two rags that work as bandages. You run the risk of infection, though, unless you clean them with alcohol before using. Still, it's better than nothing when you're bleeding in the middle of nowhere.

Right click on the bandage and select "Use." Also, you can make rags from some clothing...T-shirts definately and use the rags to stop bleeding. U can use your own T'shirt to make rags. Just drag the shirt U are wearing to your inventory and then make rags. So...If U see T-shirts laying around, don't just ignore them...decide if you want to pick them up and make rags out of them. The thing that works best is to remove what you have in your hand. then place the bandage in your hand. close the menu and press MMB.

Be aware that rags (crafted bandages) bring with them the chance your wounds will get infected since they are not sterile. This never happened to me though and even if it is still the better alternative to blood loss.
