Report a translation problem
There's nothing to fix, netting is just super rare, and this is intentional. The average spawn rate of netting is 6 in 6 server restarts for non persistant servers. ( Persistant servers of course have the same spawn rate, but the way they spawn loot is different ).

The way loot respawns on persistant servers is just how it works now. The system is not complete, as the loot distribution system is not ingame yet. That is why we have loot-pile ups.
But unfinished/incomplete =/=broken.
EDIT: However, i was talking specifically about the spawn rate of netting.

Actually it does. Loot distribution is on the roadmap for Q1 2015 so we players know things will change soon. And because you are a good Alpha player that frequently reports bugs to the feedbacktracker you know that this is not a bug and there is no need to report it. :)
