do you know how to apply to get whitelisted
and if you get it how do you know which servers are whitelisted

Whitelisting is server specific. So if you find a server that is whitelisted you need to contact the people that run that specific server and get whitelisted. Normaly these servers are run by a clan and they have theire name in the server name. So you can google that.

Shouldn't it be against the rules to have a public server thats whitelist only? By definition thats not even public, I've seen a few of these, nobodys ever on them. It's just some place for a guy and a couple friends to go gear up. This is the same as kicking everyone else who joins your server

As far as i know your not allowed to whitelist public servers. If this is the case you should report them.
