Will my laptop be able to run DayZ I have 8GB of RAM and an i3 processor but the video card is slightly under the minimum requirements, would Day Z run on low settings?

It should run. That Integrated graphics card uses your RAM as VMEM, since you have 8 GB, no problem. Don't expect high fps, though.
You should ask someone who plays DayZ with laptop with intergrated gfx. It could be that DayZ won't even start.

I play on a laptop with an i7 processor, 4gb ram, and Intel 4000. Works fine on 720 resolution, and low graphics settings.

That's not enough to play windows 7 chess, let alone dayz. Your processor is also going to have a hard time since it's what the game does the most rendering with.

I run DayZ with no problem (on mostly low settings) with the Intel HD4000 integrated chip on my laptop. It only has an i5 and 6gb of ram.

So, in a word...YES. The HD4000 will cut it, but I don't have any experience with the i3 processor so that may pose a problem.
