I've also noticed if any of your inventory items get wet you should take them out and they will dry off faster. If you leave wet clothes in your backpack they will stay damp forever.
If you can't find what you need, just risk getting damp and in every town or so, stop in a non-traveled house, start a fire, wring out your clothes and eat something. I ran from the southwest corner or the map to cherno and my clothes were just "damp" and dried while setting next to a fire for about 3 minutes.
Are you saying that on a rainy server that it is constant rain ? As I have never had that happen

This doesn't sound right... I've been on servers that had both. I could be wrong but my understanding is that the servers are more or less "seasonal". :j
