Deer Isle: Powerstation like the one for bunker on Sakhal

So i was running around Old Town when i encountered the same generator you have to operate on Sakhal to be able to access all the rooms in the bunker, but after running around looking all over the place i couldnt find anything that the generator could be hooked up to. Has anyone figured out what it does or hasnt it been implemented yet by John?
