Crafting A Tarp SHelter Help?

Ok I have been trying to "Place" a Tarp Shelter for a while. I tried it in the woods, on flay ground etc and I can NOT place it. (Yes I have the Shelyer Kit, tarp and sticks.)

Need more info:
Are you having problems placing any other kits? Fence, Watchtower or Flagpole?
Are you able to place a Tent in the same spot you are trying to place the shelter kit?
If you are the server owner, check in your server mission files, in the cfggamplay.json to make sure you do not have "BaseBuildingData" set very restrictive.

Ok, first we need to know what kind of server are you on?
Community or official?
Is it YOUR server or a public one?
If we start assuming things we will likely get it wrong.

So you can see the grey shelter kit outline, but it won't turn white and allow you to place it and move to the next stage?
