Imagine a pack of wolves roaming around in the woods near a town and they happen to see an infected. After rushing out to attack & kill the infected, they then see another infected nearby that is further into town, so they rush and kill it. Since infected spawn in towns, it would slowly pull the wolves into town and cause them to kill a large amount of infected as well as being somewhere they shouldn't be at in the first place
There are obviously ways to prevent this from happening, but the additional steps/interactions/logic that would have to be put into the game for something so niche wouldn't be worth the time
You make it sounds like it would be crazy difficult to introduce but the zombies already do that on regular animals. They just need to keep the wolves as they are and maybe give them a retreat animation.
Much like I like to cheese zombies with that one building with a large window, it would introduce fun ways to cheese the wolves.
You have to admit it's weird how you can end up surrounded by wolves and zombies (who attack other animals) patiently waiting for you in front of where you are.
Better to just remove the problem than fix it
Fighting infected is still so infuriating when they keep dashing past you and you can't hit them because their lunge is insanely long and you have to wait for them to loop back around to have a chance to attack them again. This is the price that is paid for having so many static animations for an NPC as it allows them to do some truly ridiculous things and be an annoyance to fight
All the "badddies" are in cahoots against the player. It's videogamey, and it's bad design in a survival sim. Even Skyrim is a more realistic survival game in this particular aspect, as different enemy factions do attack each other.
TBH, this could all be addressed with a script to prevent wolves, etc., from chasing too far. For that matter, setting spawns to cover wildlife kills would be fine, too. That's already partially addressed by the assignment of more remote spawn zones, but it's true it could be a lot better. Then you wouldn't need those stupid bear horde mods.
